REVIEW OF THE OPERATION OF THE FEDERAL BAIL REFORM ACT IN THE DISTRICT OF COLUMBIA DURING 1968-9, WITH SUGGESTED MEASURES FOR IMPROVEMENT.
Abstract
THE COMMITTEE FOUND THAT MANY JUDICIAL OFFICERS HAD CONTINUED TO SET HIGH MONEY BAIL AND THAT THE DISTRICT OF COLUMBIA BAIL AGENCY, BECAUSE OF LIMITED PERSONNEL, HAD BEEN UNABLE TO SUPPLY ADEQUATE INFORMATION OR SERVICES. SOME OF THE DEFENDANTS' COMPLAINTS WERE DUE TO FAILURE OF COUNSEL TO TAKE ADVANTAGE OF PROCEDURAL REMEDIES (THE 24 HOUR REVIEW). THE COMMITTEE ALSO NOTED THAT STATISTICS SHOWED A HIGH NUMBER OF DEFENDANTS ON BAIL HAD COMMITTED CRIMES BETWEEN THEIR RELEASE AND TRIAL.
