STATISTICAL DESCRIPTIONS AND COMPARISONS OF THE VOLUME AND MANNER OF OFFENDER PROCESSING FOR THE CRIMINAL AND JUVENILE JUSTICE SYSTEMS ARE PROVIDED FOR EACH MARYLAND COUNTY AND FOR BALTIMORE.
Abstract
INTRODUCTORY MATERIAL CONCERNING THE NEED FOR DESCRIBING THE EXISTING SYSTEM OF CRIMINAL AND JUVENILE JUSTICE AND METHODS USED FOR THE DESCRIPTION IS PRESENTED. FLOW DIAGRAM DESCRIPTIONS OF THE SYSTEMS ARE THEN PROVIDED. THESE PERSONNEL, AND (3) THE POLITICAL AND INSTITUTIONAL CONTAINS DIAGRAMS ON THE OFFENSE AND APPREHENSION SUBSYSTEMS. THE ADULT PROCESSING COMPONENT DESCRIPTION ILLUSTRATES THE DISTRICT COURT AND BAIL SUBSYSTEM, THE CIRCUIT COURT SUBSYSTEM, AND THE CORRECTIONS SUBSYSTEM. THE SECTION ON JUVENILE PROCESSING COMPONENT DIAGRAMS THE INTAKE, INFORMAL, FORMAL, AND TREATMENT SUBSYSTEMS. THE DESCRIPTIONS ARE FOLLOWED BY A JURISDICTION COMPARISON OF OFFENSES, OFFENDER, AND CLIENT PROCESSING ACTIVITY FLOWS (E.G., THE VOLUME OF PERSONS PROCESSED AT VARIOUS DISPOSITION POINTS IN THE SYSTEM SUCH AS ARREST, TRIAL, OR CONVICTION) AND ACTIVITY RATES (E.G., THE MANNER OF PROCESSING SUCH AS THE PERCENTAGE BOUND-OVER FOR DISPOSITION, THE PERCENTAGE CONVICTED, OR THE PERCENTAGE SENTENCED TO CORRECTIONAL FACILITIES). THE APPENDIXES CONTAIN FLOW DIAGRAMS OF THE CRIMINAL AND JUVENILE JUSTICE SYSTEMS FOR THE JURISDICTION IN 1977 AND REFERENCES ON COMPUTER SIMULATION MODELING OF THE CRIMINAL JUSTICE SYSTEM USING THE JUSTICE SYSTEM INTERACTIVE MODEL.
