DESCRIPTION OF THE CURRENT CUYAHOGA COUNTY JURY SYSTEM AND A COMPUTERIZED SYSTEM FOR MEASURING JUROR USE AND IMPROVING JURY MANAGEMENT POLICIES.
Abstract
A RESEARCH TEAM DEVELOPED A COMPUTERIZED SYSTEM WHICH MEASURED DEMAND FOR JURORS, TRIAL DURATIONS, VOIR DIRE SIZES AND DURATIONS, AND THE NUMBER OF JURORS REJECTED DURING VOIR DIRES. IT PROVIDED THESE MEASUREMENTS FOR ALL CIVIL AND CRIMINAL JURY CASES IN CUYAHOGA COUNTY COMMON PLEAS COURT FOR THE PERIOD NOVEMBER 15, 1971, TO JUNE 30, 1972. RESULTS BASED ON THESE MEASUREMENTS INDICATE THAT IT IS POSSIBLE TO SUBSTANTIALLY REDUCE THE NUMBER OF JURORS CALLED FOR SERVICE, WHILE INCURRING VERY LITTLE RISK OF RUNNING SHORT OF JURORS AND DELAYING VOIR DIRES. SUGGESTED CHANGES ARE DETAILED AND INCLUDE REDUCING THE NUMBER OF JURORS SUMMONED ON MONDAY, AND SENDING HOME MORE JURORS ON THURSDAYS AND FRIDAYS. ESTIMATIONS OF POTENTIAL SAVINGS THROUGH THESE POLICIES, AND SURVEY RESULTS OF JUDGE AND ATTORNEY OPINIONS ON REDUCED JURY SIZE AND ON CHANGE IN THE JURY SELECTION PROCESS ARE INCLUDED.
