THE 1975 ANNUAL REPORT OF THE NATIONAL CENTER FOR JUVENILE JUSTICE IN PITTSBURGH, PA., IS PRESENTED AND SERVICES PROVIDED BY THE CENTER TO JUVENILE AND FAMILY COURT JUDGES ARE DESCRIBED.
Abstract
ONE PROJECT INITIATED IN 1975 BY THE CENTER IS DESIGNED TO PROVIDE ACCURATE STATISTICAL INFORMATION ON THE JUVENILE JUSTICE SYSTEM. IF THE PROJECT IS ULTIMATELY SUCCESSFUL, DATA WILL BE PRODUCED THAT CAN BE USED TO IMPROVE THE QUALITY OF JUSTICE AND THE EFFICIENCY OF OFFICIAL RESPONSES TO JUVENILE DELINQUENT BEHAVIOR THROUGHOUT THE COUNTRY. THE THRUST OF A PROJECT FOCUSING ON POSITIVE OUTCOMES IS TWOFOLD: (1) WHY CERTAIN VULNERABLE CHILDREN EMERGE RELATIVELY FREE FROM ANTISOCIAL BEHAVIOR AND JUVENILE OR ADULT CRIME INVOLVEMENT; AND (2) WHY MANY VULNERABLE CHILDREN WHO EXPERIENCE DEVIANT BEHAVIOR LEADING TO A JUVENILE CRIME HISTORY EXTRICATE THEMSELVES FROM THE JUVENILE/ADULT JUSTICE SYSTEM AND REALIZE A MORE POSITIVE LIFESTYLE. OTHER PROJECTS OF THE CENTER ADDRESS CHILDREN IN PLACEMENT, THE JUVENILE LAW DIGEST (MONTHLY PUBLICATION OF THE NATIONAL COUNCIL OF JUVENILE AND FAMILY COURT JUDGES THAT SUMMARIZES SIGNIFICANT DECISIONS IN JUVENILE LAW), KINDEX (INDEX TO LEGAL PERIODICAL LITERATURE ABOUT CHILDREN), JUVENILE LAW CURRICULUMS, STATUTE ANALYSIS, COMPARATIVE STUDIES, POLICE DIVERSION, JUVENILE DELINQUENCY PREVENTION AND TREATMENT, AND THE OUTCOME OF JUDICIAL PROCEEDINGS FOR YOUTHS 16 AND 17 YEARS OF AGE IN THE PITTSBURGH, PA., AND BUFFALO, N.Y., AREAS. SERVICES PROVIDED BY THE CENTER ARE NOTED, AND MAJOR CONSULTATIONS' PAST PROJECTS, SELECTED PUBLICATIONS, AND SOURCES OF SUPPORT ARE LISTED. (DEP)
