This CD-ROM contains a series of 15 presentations from a National Symposium entitled, “Justice and Public Health Systems Planning: Confronting a Pandemic Outbreak,” held May 24-25, 2006 at the Westin Airport Hotel in Chicago, IL.
Abstract
The presentations focus on the main issues, responses, and strategies for effectively confronting a pandemic health emergency in the United States. Most presentations focus on responses to pandemic influenza outbreak. Practitioners and researchers from around the country offer insights into their pandemic outbreak planning process and mechanisms. For example, in the first presentation entitled, “Practitioner Response: Confronting a Public Health Emergency,” Cheryl Bullard, the Chief Counsel for Health Services, South Carolina Department of Health and Environmental Control, focuses on the role of law enforcement during a public health emergency. Bullard outlines the legal mechanisms that link public health with law enforcement and the judiciary and provides a strategy for how law enforcement can assist with a public health emergency response. Another presentation, offered by Nancy Demme of the Montgomery County Police Department (Maryland), discusses the quarantine and isolation planning process undertaken in Montgomery County, which was a joint effort of judges and attorneys, law enforcement, and public health agencies. Among the key issues considered during this planning process were the questions of how to compel public compliance with quarantine orders, how to establish staffing levels at each agency, how to deal with violators, and how to protect first responders and their families. The presentation on Influenza and Pandemic Influenza Preparedness by Bruce Gellin, M.D., Director of the National Vaccine Program Office of the Department of Health and Human Services, discusses the emergence of new human influenza subtypes, outlines the evolutionary history of seasonal influenza and pandemic influenza, and outlines a pandemic planning, preparedness, and response strategy. The annual influenza vaccine production timeline is presented and the goal of stockpiling several antiviral medications is discussed. All 15 presentations are presented in either PDF (Adobe Reader) format or Microsoft Power Point format.
