The Black Committee's prescriptions for the future treatment of juvenile offenders in Northern Ireland, based on a justice approach, are both impractical and retrograde.
Abstract
The article evaluates the Black Committee's proposals for reforming the juvenile justice system in Northern Ireland. The analysis is set in the context of the sequelae of the current civil conflict in the Province; previous legislation and provision in the Province; and recent developments, within the United Kingdom as a whole, concerning the future direction of social policy in juvenile justice.
