This report examines Alabama's justice reinvestment approach to improving public safety, managing corrections spending, and reinvesting the savings in strategies that decrease crime and reduce recidivism.
Abstract
Highlights of findings from this report include the following: between 2002 and 2012, the Alabama's resident population increased 8 percent while the number of reported index crimes decreased 5 percent and arrests for those crimes increased 9 percent; while the State's total index crime rate fell by 12 percent between 2002 and 2012 it still remained the 8th highest crime rate in the country; the State's property crime rated decreased 13 percent between 2002 and 2012 yet it remained the 7th highest rate in the country in 2012; circuit court felony dispositions increased by 18 percent for the study period; and while the number of offenders on probation and parole increased for the period 2002 to 2012, the rate of adults on probation and parole was relatively low compared the State's incarceration rates. This report, compiled by the Center for Court Innovation, presents an overview of Alabama's justice reinvestment approach to improving public safety, managing corrections spending, and reinvesting the savings in strategies that have shown to decrease crime and reduce recidivism. The information in the report will be used by staff at the CSG (Council of State Governments) Justice Center to analyze and develop policy options for increasing public safety and reducing spending on corrections. These policy options are expected to be completed in early 2015. Figures and notes
