This study presents descriptive data on the organization of programs for postinstitutionalized adjudicated delinquents, based on a survey of youth program directors in 43 States. The data can be used for national policy-planning decisions.
Abstract
The study also reviews the literature on programs and services for such delinquents. Findings indicate that the State's failure to adopt uniform age limits for adjudication of delinquency potentially subjects juveniles to varying penalties for the same offense. The finding that the responding States both adjudicate and institutionalize certain juveniles allows for the conclusion that the postinstitutional program component will probably remain a part of the justice system as long as the desire for offering a continuum of services remains. Other findings and their implications are detailed. About 150 references and study data are appended.
