PREVENTION, LEGAL ACTION, AND DETERRENCE WERE THE THREE STRATEGIES BELIEVED BY CONFERENCE PARTICIPANTS TO HAVE THE MOST IMPACT OR TO BE THE MOST NEEDED IN DEALING WITH CRIMINALITY BY ILLEGAL MEXICAN JUVENILE ALIENS.
Abstract
THE CONFERENCE WAS PARTICIPATED IN BY CRIMINAL JUSTICE OFFICIALS FROM TEXAS, ARIZONA, NEW MEXICO, AND CALIFORNIA AS WELL AS FROM MEXICO. THE PROBLEMS WAS HOW TO DEAL WITH LEGAL AND ILLEGAL JUVENILE ALIENS WHO EITHER CROSS THE U.S. BORDER TO COMMIT CRIMES OR COMMIT CRIMES IN THIS COUNTRY WHILE RESIDING HERE. REHABILITATIVE SERVICES ARE OFTEN PRECLUDED BY LAW TO NON-RESIDENTS WHILE INTERNATIONAL ISSUES COMPLICATE LEGAL PROCEEDINGS.
