BASED ON A SURVEY OF OFFICIAL STATE AGENCIES, THIS REPORT EXPLORES THE PATTERNS OF RESIDENTIAL INCARCERATION OF ADJUDICATED DELINQUENTS CURRENTLY IN EXISTENCE ACROSS THE STATES AND PROVIDES QUANTITATIVE STATE POLICY INDICATORS.
Abstract
DATA FOR THIS NATIONAL ASSESSMENT OF JUVENILE CORRECTIONS REPORT WAS GATHERED BY MEANS OF A SURVEY OF STATE AGENCIES' OFFICIAL STATISTICS FOR INSTITUTIONS AND CAMPS, COMMUNITY-BASED RESIDENTIAL FACILITIES, AND FOSTER CARE, CONDUCTED THROUGH DIRECT ON-SITE INTERVIEWING AND DATA COLLECTION FROM THE RESPONSIBLE AGENCIES IN ALL FIFTY STATES. ALTHOUGH AT TIMES NATIONWIDE TOTALS AND TRENDS ARE EXAMINED, INDIVIDUAL STATES ARE TREATED AS THE PRIMARY UNITS OF ANALYSIS TO WHICH COMPARATIVE METHODOLOGY IS APPLIED. INCARCERATION PATTERNS ARE EXAMINED FROM A VARIETY OF PERSPECTIVES: THE RATES AT WHICH STATES ARE EMPLOYING INSTITUTIONS, COMMUNITY-BASED PROGRAMS, AND FOSTERCARE; THE VARIATION IN STATES' EXPENDITURES FOR THESE PROGRAMS, STATES' DEINSTITUTIONALIZATION RATES; COST CONTRASTS FOR DIFFERENT TYPES OF PROGRAMS; ETC. IN ALL THESE MATTERS THE AUTHORS HAVE FOCUSED ON THOSE PROGRAMS FOR WHICH STATE GOVERNMENTS HAVE RESPONSIBILITY -- EITHER BY THEIR OWN ADMINISTRATION OR BY DIRECT FINANCIAL SUPPORT. IN THE FIRST SECTION THE AUTHORS PRESENT INFORMATION AND ANALYSIS ABOUT PATTERNS OF INSITUTIONALIZATION AMONG THE STATES, EXAMINING RATES, EXPENDITURES, AND COSTS. THE NEXT SECTION PRESENTS PARALLEL FINDINGS AND ANALYSIS ABOUT THE DEVELOPMENT OF COMMUNITY-BASED PROGRAMMING AMONG THE STATES. THE AUTHORS THEN ADDRESS THE CRITICAL QUESTION OF DEINSTITUTIONALIZATION, THE COMBINED USES OF INSTITUTIONS AND COMMUNITY-BASED CORRECTIONS FOR YOUNG OFFENDERS, EXAMINING PATTERNS WITHIN AND BETWEEN THE STATES. IN THE LAST SECTION THESE FINDINGS AND ANALYSES ARE FOCUSED ON IMPORTANT ISSUES OF STATES' JUVENILE CORRECTIONS POLICIES AND PRACTICES. (AUTHOR ABSTRACT MODIFIED)
