Federal regulations on the proper handling of juveniles in custody have been in effect for many years, yet many law enforcement agencies do not have policies and procedures based on these requirements.
Abstract
The law requires, among other things, that non-offenders and status offenders not be placed in secure detention and correctional settings. It also requires that juveniles who are securely detained must be separated by sight and sound from incarcerated adults; it is prohibited to incarcerate juveniles in adult facilities. This document further outlines the legal requirements for handling juvenile offenders and outlines some of the problems encountered by law enforcement agencies in attempting to comply with these requirements. Suggested strategies for improving compliance are also discussed. Information on additional training brochures is provided. 8 references
