FACILITIES FOR DETAINING JUVENILES PENDING JUDICIAL PROCESSING, DETENTION PROGRAMS, POPULATION, FINANCING, AND SUGGESTIONS FOR IMPROVED SERVICES.
Abstract
THE STUDY OF FLORIDA DETENTION FACILITIES INCLUDES INFORMATION ON STAFFING, VOLUME OF ADMISSIONS, AND LENGTH OF STAY. IN ADDITION TO A SUMMARY OF THESE RESULTS, RECOMMENDATIONS ARE PRESENTED ON DEPENDENT AND NEGLECTED CHILDREN, CHILDREN IN NEED OF SUPERVISION (CINS), JUVENILE DELINQUENTS, AND THEIR FAMILIES. THE RELATIONSHIP OF DETENTION TO INTAKE, PROBATION, AND THE JUVENILE COURT IS ALSO DISCUSSED. THE SURVEY TEAM ADVOCATES THE PROVIDING OF SHELTER CARE OR PROTECTIVE SERVICES FOR DEPENDENT-NEGLECTED CHILDREN, CINS, AND JUVENILES UNDER THE AGE OF TWELVE. THEY RECOMMEND THAT FLORIDA STATUTES REQUIRE DETENTION HEARINGS TO BE HELD WITHIN 24 HOURS FROM TIME OF ADMISSION, AND THAT LEGAL COUNSEL BE PROVIDED FOR CHILDREN AT EVERY STEP OF THE JUDICIAL PROCESS, INCLUDING DETENTION. THE NEED FOR ADDITIONAL STAFF AND HIGHER SALARIES IS ALSO STRESSED. THE APPENDIX CONTAINS SURVEY FORMS, QUESTIONNAIRES, CHARTS, AND STATISTICAL TABLES RELATING TO THE INSTITUTIONS, PRACTICES, AND POPULATIONS UNDER STUDY. INCLUDED ARE DESCRIPTIONS AND SITE PLANS FOR NEW AND REMODELED DETENTION FACILITIES. (AUTHOR ABSTRACT MODIFIED)
