This pamphlet describes the operation and impact of various California programs constituting alternatives to detention as well as detention programs providing effective services to juveniles.
Abstract
This report is based on task force (California Task Force on the Implementation of the Juvenile Hall Recommendations) assessments of various California work programs for juvenile hall commitments, home detention programs, and home supervision programs as well as a review of noteworthy program alternatives to detention. The latter include diversion programs, youth service bureaus, and community service programs. The general format for presenting each program covers program objectives, description, and impact. The diversion programs prevent youth from penetrating the juvenile justice system, save money, strengthen the family unit, hold minors accountable for their behavior, and provide community services. Youth service bureaus offer various community-based services to predelinquent and less serious delinquent youth, and home supervision permits youth who would otherwise be detained in juvenile hall to remain in their homes pending case disposition. Juvenile court work programs structure uncompensated community service for delinquents. The detention programs pertain to classification schemes and special treatment programs while in detention.
