This annual report summarizes the Florida Juvenile Justice Accountability Board's activities and reports for 1998, and includes recommendations to the Florida Legislature and the Florida Department of Juvenile Justice. The recommendations for 1999 are cumulative, building upon those of previous years.
Abstract
This annual report and fact book begins with a description of the Board's activities, goals, vision, mission statement, and recommendations for 1999. This report provides an introduction to the processes, terminology, and statistical data necessary to understand Florida's juvenile justice system. Terms of art are identified in the Glossary, followed by an Index. Statutory references are provided at the beginning of some sections to assist the reader in conducting additional research. State agencies provided the data contained in the Department of Juvenile Justice's data, current as of December 31, 1998. Discrepancies in data due to differences in methods of data collection between agencies are highlighted and explained. An overview of Florida's juvenile justice system is provided along with historical highlights. Areas of focus in this report include prevention, entering the juvenile justice system, Serious Habitual Offender Comprehensive Action Program (SHOCAP), law enforcement options, juvenile assessment centers, delinquency intake, juvenile detention, permissible uses of detention, diversion, contempt of court, juvenile court, delinquency proceedings, community control, commitment, minimum-risk non-residential programs, high-risk residential programs, adult court sanctions, youthful offender program, performance measurement, juvenile justice funding, and regional district and county data. A list of commonly used juvenile justice acronyms is included. Juvenile justice case flow diagrams provide statistics for the fiscal years of 1996-1997 and 1997-1998.
