This is the Performance Assessment Report for the Texas Juvenile Justice Alternative Education Programs (JJAEPs), which were established in school year 1996-1997 to provide education services to youth expelled from regular public schools.
Abstract
The assessment found that JJAEPs have continued to show improved performance in several areas each year, including improved passage rates on the Texas Assessment of Knowledge and Skills (TAKS), growth in the areas of reading and math while in a JJAEP as determined by the pre- and post-instrument, as well as improved school attendance and behavior upon return to their home school. Statewide, the proportion of absences during the two 6-week periods prior to and after program participation declined by 16.7 percent; and the average number of disciplinary incidents declined 52.6 percent in the two 6-week periods after students exited the JJAEP. The average length of stay during school year 2010-2011 for all students exiting the JJAEP was 78 school days, compared to 85 during school year 2008-2009. Since school year 2006-2007, the number of JJAEP student entries has declined 38 percent. Total expenditures for JJAEPs during the 2010-2011 school year declined approximately $5.6 million from the 2008-2009 school year. A significant part of this report presents strategic elements that will facilitate the Texas Education Agency's ability to partner with local government in increasing the effectiveness and improving JJAEP services for youth served in alternative education settings. 12 tables and appended supplementary data
