THE SENATE COMMITTEE ON THE JUDICIARY'S CONSIDERATION OF THE JUVENILE JUSTICE AND DELINQUENCY PREVENTION ACT OF 1974 AS AMENDED IS REPORTED.
Abstract
SENATE BILL 1021 AMENDS THE JUVENILE JUSTICE AND DELINQUENCY PREVENTION ACT OF 1974. THE COMMITTEE REPORTED FAVORABLY ON THE BILL WITH AN AMENDMENT IN THE FORM OF A SUBSTITUTE, AND RECOMMENDED THAT THE BILL AS AMENDED OUGHT TO PASS AS THE JUVENILE JUSTICE AMENDMENTS OF 1977. THE COMMITTEE AMENDMENT INCLUDES CHANGES IN THE AUTHORITY OF THE ADMINISTRATOR OF THE JUVENILE JUSTICE AND DELINQUENCY PREVENTION OFFICE, PROVISIONS FOR THE INCREASE IN FEDERAL ASSISTANCE FOR STATE AND LOCAL PROGRAMS, AND AUTHORIZATION FOR THE NATIONAL INSTITUTE FOR JUVENILE JUSTICE AND DELINQUENCY PREVENTION TO DEVELOP AND SUPPORT MODEL STATE LEGISLATION CONSISTENT WITH THE MANDATES OF THE ACT AND THE STANDARDS DEVELOPED BY THE ADVISORY COMMITTEE. ADDITIONAL AMENDMENT SECTIONS CONCERN THE DISCLOSURE OF INFORMATION ON RUNAWAY YOUTHS, AND CONFORMING AMENDMENTS TO THE OMNIBUS CRIME CONTROL AND SAFE STREETS ACT OF 1968. THE COMMITTEE BILL IS SEEN AS REMOVING BY LEGISLATION THE BARRIERS TO IMPLEMENTATION WHICH HAVE PREVENTED THE ORIGINAL ACT FROM BEING FULLY UTILIZED IN THE COORDINATION OF RESOURCES IN THE PREVENTION AND TREATMENT OF JUVENILE DELINQUENCY. THE LEGISLATIVE HISTORY OF THE ACT IS PRESENTED, INCLUDING THE INITIATIVES MADE PRIOR TO THE 92ND CONGRESS AND THE ROLE OF THE LAW ENFORCEMENT ASSISTANCE ADMINISTRATION. FURTHER INFORMATION IS PROVIDED CONCERNING THE NEED FOR FEDERAL ACTION AND TO HELP PREVENT JUVENILE DELINQUENCY, THE COST ESTIMATE OF THE PROGRAMS, AND THE CHANGES IN EXISTING LAW.
