Abstract
THE TESTIMONY REFLECTS PUBLIC AND PRIVATE REACTIONS TO H.R. 6111 (95TH CONGRESS, 1ST SESSION), WHICH WOULD EXTEND THE ACT FOR 3 YEARS AND PROVIDE FOR AMENDMENTS DESIGNED TO STRENGTHEN AND IMPROVE THE EFFICIENCY AND EFFECTIVENESS OF EXISTING JUVENILE JUSTICE AND YOUTH PROGRAMS; H.R. 1137, WHICH WOULD CREATE A NATIONAL CONFERENCE ON LEARNING DISABILITIES AND JUVENILE DELINQUENCY; AND A PROPOSAL AUTHORIZING THE PRESIDENT TO TRANSFER THE RUNAWAY YOUTH PROGRAM FROM THE DEPARTMENT OF HEALTH, EDUCATION, AND WELFARE TO THE ACTION PROGRAM. COPIES OF THE PROPOSED LEGISLATION ARE FOLLOWED BY THE TESTIMONY OF 16 EXPERTS ON YOUTH AND JUVENILE DELINQUENCY, CONGRESSMEN, AND OTHERS. INCLUDED IS A SUMMARY OF PROGRESS MADE BY THE LAW ENFORCEMENT ASSISTANCE ADMINISTRATION IN IMPLEMENTING THE ACT. PREPARED STATEMENTS, LETTERS, AND SUPPLEMENTAL MATERIALS ARE ALSO INCLUDED.
