TRANSCRIPTS OF SEMINAR SPEECHES AND PANEL DISCUSSIONS CONCERNING THE DEVELOPMENT AND IMPLEMENTATION OF PUBLIC POLICY ON JUVENILE OFFENDERS ARE PRESENTED. SPEAKERS INCLUDE LAY LEADERS, SCHOLARS, AND PUBLIC OFFICIALS.
Abstract
THE PUBLIC SEMINAR WAS HELD IN LUBBOCK, TEX., IN NOVEMBER 1977. ITS PURPOSE WAS TO AID CITIZENS IN UNDERSTANDING THE DIMENSIONS OF PUBLIC POLICY ISSUES AND THE IMPACT OF CHOICES AVAILABLE IN THE JUVENILE JUSTICE AREA. THE INITIAL SPEECH ILLUSTRATES THE ROLE OF THE HUMANITIES IN PUBLIC POLICY, AND REMAINING SPEECHES CONSIDER CHANGING EXPECTATIONS IN JUVENILE JUSTICE, THE ROLE OF THE COURTS AND CORRECTIONS IN DEALING WITH YOUTH, AND A PSYCHOLOGICAL PERSPECTIVE ON JUVENILE DELINQUENCY. THREE PANEL DISCUSSIONS CONSIDER THE JUVENILE JUSTICE SYSTEM FROM THE PERSPECTIVES OF LAW ENFORCEMENT, CORRECTIONS, AND THE COURTS. THE RESPONSIBILITIES AND POSSIBILITIES FOR COMMUNITY INVOLVEMENT IN SHAPING POLICY ARE EMPHASIZED WITH REGARD TO JUVENILE JUSTICE AND CORRECTIONS, THE POLICE, AND THE COURTS. THE NATURE OF THE PRESENT SYSTEM IS ASSESSED, AND FUTURE TRENDS IN THE JUVENILE JUSTICE FIELD ARE DISCUSSED. EACH PANEL DISCUSSION CONCLUDES WITH A GROUP DISCUSSION. (DAG)
