Abstract
THE MOVEMENT TOWARD A UNIQUE JUSTICE SYSTEM FOR CHILDREN WHICH DEVELOPED DURING THE COURSE OF THE NINETEENTH CENTURY IS FIRST DISCUSSED. ATTENTION IS GIVEN TO THE SHIFT IN PHILOSOPHIC VIEWS ON CRIMINALITY AND TO PRECIPITATING POLITICAL, SOCIAL, AND ECONOMIC CONDITIONS WHICH BROUGHT ABOUT THIS DEVELOPMENT. THE BASIC PHILOSOPHY OF THE 'SOCIALIZED' JUVENILE COURT, AND THE IMPACT AND PROGRESSION THE 'CONSTITUTIONALIST' REVISION OF JUVENILE JUSTICE WHICH INVOLVED A CONCERN FOR DUE PROCESS RIGHTS FOR JUVENILES ARE EXAMINED.
