AS ONE OF SEVERAL INFORMATION PAPERS ON VARIOUS FACETS OF THE LOCAL JUSTICE SYSTEM, THIS REPORT PROVIDES A COMPREHENSIVE DESCRIPTION OF THE DEVELOPMENT, STRUCTURE, AND OPERATIONS OF THE JUVENILE JUSTICE SYSTEM.
Abstract
THIS DESCRIPTION IS CONCERNED ONLY WITH THE JUVENILE OFFENDERS (JUVENILE DELINQUENTS AND PERSONS IN NEED OF SUPERVISION), AND IS NOT CONCERNED WITH THE TOTAL FUNCTIONING OF THE FAMILY COURT. THE AUTHORS CAUTION THAT THIS REPORT IS A DESCRIPTION AND NOT AN EVALUATION. AFTER A BRIEF DISCUSSION OF SOME OF THE HISTORICAL ASPECTS OF JUVENILE JUSTICE, THE FOCUS IS GRADUALLY NARROWED FROM THE FEDERAL PERSPECTIVE TO THAT OF NEW YORK STATE, AND FINALLY TO THAT OF MONROE COUNTY. A DEFINITION OF MONROE COUNTY IN TERMS OF POPULATION CHARACTERISTICS IS THEN PROVIDED, WHICH SERVES AS A FRAMEWORK FOR THE DATA PRESENTED ON THE LOCAL JUVENILE JUSTICE SYSTEM. THE POPULATION INFORMATION WAS TAKEN FROM THE STANDARD 1970 FEDERAL CENSUS DATA; FIGURES SPECIFIC TO THE LOCAL JUVENILE JUSTICE SYSTEM WERE COLLECTED FROM VARIOUS RELEVANT COUNTY AGENCIES FOR THE CALENDAR YEAR 1973. THE REPORT PROVIDES SUBSTANTIAL DESCRIPTIONS OF THE PRECOURT STAGE OF THE JUVENILE JUSTICE SYSTEM, THE JUVENILE COURT AND ITS OPERATIONS, AND POST COURT TREATMENT OF THE JUVENILE AS WELL.
