These articles describe efforts in several states to reform the juvenile justice system through the deinstitutionalization of juveniles.
Abstract
A discussion of the history of the case of Terry D. v. Rader focuses on the litigation aimed at deinstitutionalizing the child care system in Oklahoma and on the improvements in a system once characterized by abuse and mistreatment of children. A description of advocacy efforts in Hawaii explains how a coalition approach convinced the State to create a model for the deinstitutionalization of juvenile detention. Another paper examines the continuing problem of juveniles being held in adult jails and the related issues of physical and emotional abuse and lengthy periods of solitary confinement. Summary of other significant cases involving the rights of juveniles and photographs.
