The response of the adult correctional system to juveniles in adult facilities was studied through a survey of State adult corrections administrators.
Abstract
The research also examined the incidence and reality of juvenile placement into adult facilities. An estimated 11,700 youths were judicially waived into the adult system in 1992, a 68-percent increase over 1988. More juveniles were waived for property crimes than for crimes against persons or crimes concerning public order or drugs. Forty-five percent of the cases waived judicially were for property crimes. The survey received responses from 44 States. The correctional administrators reported that juveniles present a number of unique safety issues in the institutions and that juveniles under age 17 should not be incarcerated in adult facilities. Findings suggested that correctional administrators have some serious concerns regarding the placement of youth in adult correctional facilities, as well as concerns about the lack of needed treatment.
