PLANNING AND IMPLEMENTATION EXPERIMENT TO SENSITIZE THE OFFICERS OF CENTRAL PATROL DIVISION TO THE CULTURE AND PROBLEMS OF THE BLACK, LOW-INCOME COMMUNITY THEY SERVE.
Abstract
THE OBJECTIVES ARE TO IMPROVE POLICE COMMUNITY RELATIONS, TO INCREASE COMMUNITY WILLINGNESS AND CAPABILITY TO ASSIST THE POLICE, AND THEREBY TO LOWER THE COMMUNITY CRIME RATE. THE PLANNING PHASE IS CONCERNED WITH GATHERING AND ASSIMILATING DATA ON THE COMMUNITY, FROM READING OF PERTINENT LITERATURE, FROM SURVEYS, AND FROM DISCUSSIONS WITH INTEREST GROUPS INSIDE AND OUTSIDE THE COMMUNITY. AN ANALYSIS OF CRIME CAUSE AND EFFECT FACTORS AND FORMULATION OF APPROPRIATE PROGRAMS ARE THE NEXT STEPS. ACTUAL IMPLEMENTATION WILL FOLLOW A REVIEW OF THE PROGRAMS BY PATROL DIVISION MEMBERS AND COMMUNITY REPRESENTATIVES. PROVISION IS MADE FOR EVALUATION OF THE PROGRAMS AFTER IMPLEMENTATION. A TIMETABLE FOR THE ENTIRE EXPERIMENT IS INCLUDED IN THE REPORT.
