DESCRIPTIONS OF THE INNOVATIVE PATROL PROJECTS AS IMPLEMENTED BETWEEN JULY 1, 1972 AND JUNE 30, 1973, AND A SUMMARY OF THE DEPARTMENT'S EXPERIENCES WITH THE PATROL TASK FORCES ARE INCLUDED IN THIS PUBLICATION.
Abstract
IN OCTOBER 1971, THE KANSAS CITY POLICE DEPARTMENT ESTABLISHED FOUR TASK FORCES IN ITS PATROL DIVISIONS. EACH TASK FORCE WAS GIVEN THE AUTHORITY TO IDENTIFY THE CRITICAL PROBLEMS FACING ITS DIVISION AND TO PRESENT TO THE CHIEF OF POLICE A PROGRAM TO ATTACK THOSE PROBLEMS. THE TASK FORCE MEMBERSHIP WAS COMPRISED PRIMARILY OF PATROL PERSONNEL. THIS DOCUMENT DESCRIBES THE TASK FORCE PROCESS AND PRESENTS DESCRIPTIONS OF THE PROJECTS DEVELOPED BY THE TASK FORCES. THESE PROJECTS ARE: A PROACTIVE-REACTIVE PATROL DEPLOYMENT EXPERIMENT; AN INTERACTIVE PATROL PROJECT; AN ACTION REVIEW PANEL; A DIRECTED PATROL PROJECT; A CONFLICT MANAGEMENT EXPERIMENT; AND AN APPREHENSION-ORIENTED PATROL PROJECT. DIRECTIONS FOR 1974 ARE DISCUSSED FOR THE AREAS OF OPERATIONS PLANNING, PERSONNEL DEVELOPMENT, RESEARCH, AND TECHNOLOGY. (AUTHOR ABSTRACT MODIFIED)
