AN ANALYSIS OF THE OPERATIONS OF THE DIRECTED PATROL IMPLEMENTATION PLAN IN KANSAS CITY, MISSOURI, IS PRESENTED.
Abstract
THE DIRECTED PATROL CONCEPT IS AN ATTEMPT TO ADDRESS THE CRIME-FIGHTING FUNCTION OF URBAN POLICE FORCES. THE EVOLUTION OF THE CRIME-FIGHTING FUNCTION IS PRESENTED TO PROVIDE AN UNDERSTANDING OF THE FORCES WHICH STIMULATE AND MAINTAIN TRADITIONAL PATROL PRACTICES. THE DEPLOYMENT SYSTEMS AND SUBSYSTEMS OF THE DIRECTED PATROL ARE DESCRIBED. SECTOR FLEXIBILITY IS USED TO ALLOCATE PERSONNEL WHERE MOST NEEDED, AND A HIERARCHY OF PRIORITIES IS SET UP TO TAKE CARE OF THE MOST IMPORTANT MATTERS FIRST. THE PROGRAM SUBSYSTEM INCLUDES COMMUNITY EDUCATION ON CRIME INCIDENCE AND PREVENTION AND COMMUNITY ORGANIZATION TO INFORM CITIZENS IN AREAS OF SECURITY, ALARMS, PROPERTY IDENTIFICATION, AND TACTICAL DEPLOYMENT. THE OBJECTIVES OF THE DIRECTED PATROL ARE DEPLOYMENT, CRIME ANALYSIS, CRIME ATTACK STRATEGIES, AND COMMUNITY INVOLVEMENT, WHICH IN TURN LEAD TO CRIME CONTROL AND CITIZEN SATISFACTION. A DISCUSSION OF EVALUATION DESIGN INCLUDES BOTH PROCESS AND PRODUCT EVALUATION OF THESE FOUR BASIC OBJECTIVES. APPENDED MATERIALS INCLUDE GUIDES AND INSTRUCTIONS FOR ESTABLISHING THE DIRECTED PATROL PROGRAM AND OBSERVATIONAL FORMS FOR CRIME PREVENTION DISPLAY, OPERATION IDENTIFICATION, HOME SECURITY, MONTHLY AREA CHECKS, AND SUSPECT IDENTIFICATION AIDS.
