This report provides statistics and program information on parole operations, community-corrections programs, and the conservation camp for youthful offenders under the administration of the Kansas Department of Corrections.
Abstract
An overview of the nature and objectives of Kansas parole services is followed by a summary of the statutory authorization for parole, an outline of the history of parole in Kansas, a description of the targeted offender population, and a review of offender services. Statistics address parole population and staffing levels for each fiscal year from 1979 through November 1, 1991; State contracts with local providers for substance abuse services to parolees; the Kansas parole caseload as of June 30, 1991; and county jail rates for parole violators. Community corrections in Kansas is structured under the provisions of the 1978 Community Corrections Act, which mandates grant funds for such programs as restitution; victim services; preventive or diversionary correctional programs; and facilities and services for the detention, confinement, care or treatment of adult and juvenile offenders. Counties participating in the State program are listed along with grant amounts for each program for fiscal year 1992. The types of programs given funding priority for fiscal year 1992/1993 are summarized. The report concludes with a description of the program components of the Labette Correctional Conservation Camp for nonviolent, felony male and female youthful offenders (ages 18 to 25 years).
