THIS COMPILATION COVERS KANSAS CRIME STATISTICS FOLLOWING FBI UNIFORM CRIME REPORTING FORMAT, RATHER THAN THE KANSAS CRIMINAL CODE, MOSTLY GATHERED FROM LOCAL LAW ENFORCEMENT AGENCIES IN 1975, 1976, AND 1977.
Abstract
THE KANSAS UNIFORM CRIME REPORTING PROGRAM COVERS ABOUT 96 PERCENT OF THE KANSAS POPULATION AND IS TO BE THE FOUNDATION OF A STATEWIDE CRIMINAL JUSTICE INFORMATION SYSTEM. ALL LOCAL LAW ENFORCEMENT AGENCIES ARE REQUIRED TO SUBMIT THESE DATA TO THE LOCAL SHERIFF OR THE KANSAS BUREAU OF INVESTIGATION (KBI) WHO EDITS EACH REPORT AND FORWARDS IT TO THE FBI. THE PRIMARY PURPOSE OF THE PROGRAM IS TO PROVIDE RELIABLE DATA FOR USE BY STATE AND LOCAL OFFICIALS, PROGRAM PLANNERS, AND CRIMINAL JUSTICE PERSONNEL. DUE TO DIFFICULTIES IN ESTABLISHING THE COMPUTER SYSTEM, INFORMATION FOR 1975 AND 1976 HAS NOT PREVIOUSLY BEEN AVAILABLE. THE DISCUSSION PRESENTS GRAPHS OF CLASS I OFFENSES WITH PROJECTIONS TO 1978 (REGRESSION FORMULA INCLUDED) AND OF THE KANSAS CRIME CALENDAR 1977 TOWARD THE BEGINNING OF A STANDARD FORMAT PRESENTATION. THE STANDARD FORMAT TABULATES, FOR 1977, CLASS I OFFENSES REPORTED BY COUNTY, ACTUAL CLASS I OFFENSES BY COUNTY AND BY ADULTS AND JUVENILES, AND ARRESTS BY AGE, SEX, RACE, AND OFFENSE. VARIOUS COMPARISONS, WITH POPULATION DENSITY, ARE INCLUDED. APPENDIXES COVER 1975 AND 1976 STANDARD FORMAT PRESENTATIONS, AND A GLOSSARY, APPENDIX CROSS REFERENCE EXPLANATION, COUNTY MAP OF KANSAS, GRAPHS, AND TABLES ARE INCLUDED. (TWB)
