SUMMARY REPORT ON RECOMMENDATIONS FOR A LONG-RANGE STATE PLAN FOR CORRECTIONS REFORM.
Abstract
THE COUNCIL FOUND THAT KANSAS HAD NO SINGLE GOVERNMENT AGENCY THAT WAS RESPONSIBLE FOR ADMINISTERING COMPREHENSIVE CORRECTIONS SERVICES. IT WAS RECOMMENDED THAT THE STATE PASS APPROPRIATE ENABLING LEGISLATION TO ESTABLISH A DEPARTMENT OF CORRECTIONS. THE MAKE-UP, OPERATION, AND DUTIES OF THIS PROPOSED DEPARTMENT ARE OUTLINED. PROVISIONS OF THE PROPOSED ENABLING LEGISLATION ARE ALSO DISCUSSED. A COPY OF THE PROPOSED PENAL REFORM BILL IS INCLUDED.
