THIS FEBRUARY 1973 REPORT PRESENTS IMPLEMENTATION FORMATS FOR SELECTED PROVISIONS OF THE NEW STATE JUDICIAL ARTICLE WHICH PROVIDES THE FRAMEWORK FOR UNIFIED COURT ORGANIZATION AND ADMINISTRATION.
Abstract
IT IS RECOMMENDED THAT 1974 LEGISLATION BE PREPARED TO ENABLE VOTERS IN EACH JUDICIAL DISTRICT TO CHOOSE BETWEEN PRTISAN AND NONPARTISAN SELECTION OF DISTRICT JUDGES. A THREE-PHASE (TECHNICAL, SHORT-TERM, AND LONG-TERM) JUDICIAL SYSTEM STUDY BY IN-HOUSE STAFF IS ALSO PROPOSED. THIS STUDY WOULD COVER THE LOWER AND SPECIAL COURTS, BUDGETING AND FISCAL ADMINISTRATION, RECORDS MANAGEMENT, CASE FLOW, INFORMATION SYSTEM ADMINISTRATION AND DEVELOPMENT, COURT FACILITIES, AND NON-JUDICIAL COURT PERSONNEL. SPACE NEEDS RECOMMENDATIONS FOR A NEW SUPREME COURT BUILDING ARE ALSO OUTLINED. A COPY OF THE NEW STATE JUDICIAL ARTICLE IS APPENDED....ELW
