THIS IMPLEMENTATION HANDBOOK OUTLINES GOALS, OBJECTIVES, AND IMPLEMENTATION STRATEGIES FOR THE LAW ENFORCEMENT COMPONENT OF THE KANSAS CRIMINAL JUSTICE SYSTEM.
Abstract
LAW ENFORCEMENT IN KANSAS IS CARRIED OUT BY THE OFFICE OF THE ATTORNEY GENERAL, THE KANSAS BUREAU OF INVESTIGATION, THE KANSAS HIGHWAY PATROL, THE ALCOHOLIC BEVERAGE CONTROL, THE STATE FIRE MARSHAL, AND THE KANSAS LAW ENFORCEMENT TRAINING CENTER. EACH COUNTY, WITH THE EXCEPTION OF ONE, HAS AN ELECTED SHERIFF. ALL MUNICIPAL POLICE DEPARTMENTS ARE RESPONSIBLE FOR THE ENFORCEMENT OF STATE STATUTES AND CITY ORDINANCES. THE FOLLOWING SIXTEEN GOALS FOR LAW ENFORCEMENT CAPABILITIES INCREASE ALTERNATIVES TO PHYSICAL ARREST BY EXPANDING THE USE OF CITATIONS AND SUMMONS; DEVELOP AND IMPLEMENT CRITERIA AND PROCEDURES FOR SCREENING; CONTINUE MODERNIZATION OF THE CRIMINAL CODE; MAINTAIN HIGH ETHICAL STANDARDS IN THE CRIMINAL JUSTICE SYSTEM; STREAMLINE THE ADMINISTRATIVE STRUCTURE OF THE CRIMINAL JUSTICE SYSTEM; AND DEVELOP PLANNING CAPABILITIES IN ALL PARTS OF THE CRIMINAL JUSTICE SYSTEM AT ALL LEVELS OF GOVERNMENT. LAW ENFORCEMENT AGENCIES SHOULD ALSO IMPROVE INTERACTION BETWEEN CRIMINAL JUSTICE AGENCIES AND THE PUBLIC; ASSURE COORDINATION AMONG ALL AGENCIES DURING DISORDERS; DEVELOP CRISIS PROCEDURE LEGISLATION; ESTABLISH A NETWORK OF COMPUTERIZED INFORMATION SYSTEMS LINKING ALL COMPONENTS OF THE CRIMINAL JUSTICE SYSTEM; IMPROVE LAW ENFORCEMENT EQUIPMENT; IMPROVE THE QUALITY AND ADEQUACY OF STAFF; UPGRADE THE TRAINING, EDUCATION, AND CAREER DEVELOPMENT OF PERSONNEL; UPGRADE THE RECRUITMENT AND SELECTION OF PERSONNEL; AND ESTABLISH FAIR AND COMPETITIVE SALARIES AND BENEFITS FOR ALL CRIMINAL JUSTICE PERSONNEL. IMPLEMENTATION STRATEGIES AND PROGRAMS TO ACHIEVE THESE GOALS ARE DETAILED. AN APPENDIX CONTAINS LONG-RANGE GOALS, OBJECTIVES, AND STANDARDS FORMULATED BY THE WISCONSIN GOVERNOR'S COMMITTEE ON CRIMINAL ADMINISTRATION. (DEP)
