INCLUDED IN THIS STUDY ARE A GENERAL HISTORY OF THE MOVEMENTS TO ESTABLISH A FAMILY COURT SYSTEM IN KANSAS, AN OUTLINE OF AN IDEAL FAMILY COURT, AND A SUMMARY OF THE OPERATIONS AND STRUCTURE OF THREE STATE FAMILY COURTS.
Abstract
IT IS NOTED THAT SINCE THE EARLY 1960'S THERE HAVE VEEN SEVERAL MOVEMENTS TO ESTABLISH A FAMILY COURT IN KANSAS. RECENT KANSAS LEGISLATION THAT COULD AFFECT THE DEVELOPMENT OF FAMILY COURTS IS REVIEWED, AND FEATURES OF AN IDEAL FAMILY COURT ARE LISTED. THESE INCLUDE AN INTEGRATED JURISDICTION, INVESTIGATORY STAFF, AND COUNSELORS TRAINED IN SOCIAL WORK. THE FAMILY COURT SYSTEMS OF NEW YORK, RHODE ISLAND, AND HAWAII ARE THEN OUTLINED. AMONG THE FEATURES OF THESE COURTS DESCRIBED IN THIS STUDY ARE STRUCTURE, JURISDICTION, ADMINISTRATION, NON-JUDICIAL PERSONNEL, JUDICIAL PERSONNEL, PRE-ADJUDICATION POWERS AND PROCEDURES, ADJUDICATORY PROCEDURES, DISPOSITIONAL POWER OF THE COURTS, AND POST-HEARING PROCEDURES.
