Abstract
It notes that in 1981, a total of 247,184 offenses under the Penal Code were recorded, excluding those related to traffic accidents. Compared to other large cities, Tokyo has very few homicides, especially those involving firearms. Thefts comprised about 83 percent of the total Penal Code offenses during the year. Police data and photographs are included.
