PROJECT PROPOSALS AND ACTUAL PROJECT FUNCTIONS ARE COMPARED FOR THIS REHABILITATION PROGRAM WHICH OFFERS MEDICAL, COUNSELING, EDUCATIONAL, WORK AND SCHOOL RELEASE, VOCATIONAL, AND SPIRITUAL GUIDANCE SERVICES.
Abstract
OTHER PROGRAM COMPONENTS WERE ALCOHOL AND DRUG COUNSELING AND TREATMENT, FOLLOW-UP SERVICES, AND INMATE SCREENING SERVICES. THE EVALUATION WAS CONDUCTED BY A COMMITTEE OF TEN CITIZENS CONVENED BY THE SHERIFF. EVALUATION ACTIVITIES CONSISTED OF A REVIEW OF PROJECT COMPONENTS, INTERVIEWS WITH STAFF, MEETINGS WITH CRIMINAL JUSTICE PROFESSIONALS TO DETERMINE THEIR OPINIONS ON THE PROGRAM, A SURVEY OF INMATES, MEETINGS WITH THE SHERIFF'S DEPARTMENT, AND A REVIEW OF PROGRAM STATISTICS. PROBLEMS IN STAFF TURNOVER, SCHEDULING OF SERVICES, LACK OF FACILITIES, AND FOCUS OF SERVICES WERE NOTED. HOWEVER, IN GENERAL IT WAS STATED THAT THE REHABILITATION STAFF AND JAIL ADMINISTRATION HAD SHOWN CREATIVITY IN TREATMENT OPPORTUNITIES AND HAD EXPANDED PROGRAMS BEYOND THE LEVEL PROPOSED IN OTHER AREAS. RECOMMENDATIONS ARE LISTED FOR EACH PROGRAM COMPONENT.
