This analysis of the inmate population in the Kentucky Correctional System focused on inmate characteristics and projections of future inmate populations.

Abstract

A total of 5,951 inmates were in the Kentucky correctional system on July 1, 1985. Fifty-one percent of the inmates in institutions were convicted for violent crimes, as were 22 percent of the inmates in the controlled intake program. Sixty-seven percent of the institutionalized population had two or more convictions, whereas 69 percent of the controlled intake inmates were first offenders. Forty-five percent of the inmates were in medium-level institutions. Ninety-one percent of inmates in institutions were placed in at least one program. The numbers of persistent felony offenders has increased in recent years. During fiscal year 1985-1986, the Kentucky inmate population is forecast to increase by 6.3 percent. The inmate population is expected to increase at a high rate for the remainder of the decade. Data tables, appended tables and definitions, and 12 references.
