FINAL REPORT ON A PROJECT GATHERING EMPIRICAL DATA ON THE KENTUCKY COURT SYSTEM TO DRAFT IMPLEMENTING LEGISLATION FOR THE JUDICIAL ARTICLE, DRAFT A MULTI-YEAR COURT PLAN, AND ESTABLISH MULTI-YEAR FUNDING NEEDS FOR THE SYSTEM.
Abstract
A STATEWIDE COURT SURVEY PROVIDED DATA ON PERSONNEL, CASELOAD, REVENUE SOURCES, PHYSICAL FACILITIES, AND EQUIPMENT WHICH WAS USED IN DRAFTING THE IMPLEMENTING LEGISLATION. A FISCAL ANALYSIS WAS CONDUCTED AND A BUDGET REQUEST SUBMITTED TO THE GENERAL ASSEMBLY FOR THOSE PORTIONS OF THE ARTICLE TAKING EFFECT FROM 1976-78. THE MULTI-YEAR COURT PLAN WAS DEVELOPED EMPHASIZING THE IMPLEMENTATION OF DISTRICT COURT SYSTEMS, WHICH BECOME EFFECTIVE JANUARY 2, 1978. THE BULK OF THE REPORT CONSISTS OF APPENDIXES. THEIR CONTENTS INCLUDE RESULTS OF NATIONWIDE SURVEYS OF COMPENSATION AND DUTIES OF TRIAL COURT CLERKS AND FILING FEES; DRAFTS OF THE COURT OF APPEALS AND PRETRIAL RELEASE PROGRAM COURT RULES; TOPICS AND DISCUSSIONS OF A JUNE 5, 1976 MEETING WITH THE ADVISORY COMMITTEE ON THE JUDICIAL ARTICLE; A REPORT ON A JUVENILE LAW AND PROCEDURES SEMINAR; AND NOTES ON A JUNE 17-19, 1976 MEETING OF CIRCUIT CLERKS.
