EVALUATION OF INSTRUCTOR CERTIFICATION AND APPROVAL PROCEDURES USED BY KENTUCKY LAW ENFORCEMENT COUNCIL (KLEC), AND RECOMMENDED IMPROVEMENTS.
Abstract
THE COUNCIL'S REVIEW OF ITS CURRENT CERTIFICATION PROCEDURES POINTS OUT SUCH INADEQUACIES AS INCOMPLETE REGULATIONS ON QUALIFICATIONS, AMBIGUOUS APPLICATION FORMS, LACK OF CONTROL OVER SUBJECT CONTENT AND TEACHING METHODS, INSUFFICIENT CONTROL OVER INSTRUCTORS, LACK OF GRIEVANCE PROCEDURES, AND INSUFFICIENT TRAINING FOR POLICE INSTRUCTORS. THE REPORT CONCLUDES WITH RECOMMENDED AMENDMENTS AND CLARIFICATIONS TO KLEC FORMS AND REGULATIONS. THE RECOMMENDATIONS ARE BASED ON THE COUNCIL'S SELF-EVALUATION AND ITS RESEARCH INTO PROCEDURES OF OTHER STATE POLICE TRAINING AGENCIES, FINDINGS OF WHICH ARE ALSO INCLUDED. SAMPLE FORMS FOR CERTIFICATION AND RECERTIFICATION ARE CONTAINED IN THE APPENDIXES.
