Abstract
THIS GRANT PROJECT WAS DESIGNED AS PART OF AN OVERALL PROGRAM TO IMPROVE THE COLLECTION AND PROCESSING OF CRIME AND INCIDENT DATA BY THE KING COUNTY DEPARTMENT OF PUBLIC SAFETY. A FUNDAMENTAL PART OF ANY SYSTEM FOR ANALYSIS OF CRIME AND WORKLOAD DATA IS A GEOGRAPHIC CODING SYSTEM, WITH THE CAPABILITY OF FIXING LOCATIONS OF INCIDENTS TO THE LEVEL OF ACCURACY DEMANDED BY PLANNING AND MANAGEMENT NEEDS OF THE DEPARTMENT. THIS REPORT FIRST PRESENTS AN EVALUATION OF THE AVAILABLE APPROACHES FOR IMPLEMENTING GEOCODING SYSTEMS AND DESCRIBES THE SYSTEMS REQUIREMENTS FOR THE KENT COUNTY DEPARTMENT OF PUBLIC SAFETY. A DESCRIPTION OF THE KING COUNTY ADDRESSING SYSTEM AND THE SYSTEM DESIGN FINALLY ADOPTED IN KING COUNTY IS ALSO PROVIDED. THE LOCATION GRIDWORK DEVELOPED FOR THE UNINCORPORATED AREA OF KING COUNTY IS BASED ON THE TOWNSHIP, RANGE, SECTION, AND QUARTER SECTION DIVISIONS. THE CHARACTERISTICS OF THIS GRIDWORK HAVE BEEN CODED AT THE QUARTER-SECTION LEVEL FOR APPROXIMATELY 700 SQUARE MILES. A DETAILED DESCRIPTION OF THE CODED INFORMATION AND A FLOW DIAGRAM DESCRIBING THE USE OF THIS INFORMATION ARE PROVIDED.
