THIS REPORT PRESENTS THE FINDINGS OF AN EVALUATION OF THE JUVENILE COURT PROSECUTION PROGRAM(OR RAPID REFERRAL AND MONITORING SYSTEM) OPERATED BY THE KING COUNTY PROSECUTING ATTORNEY'S OFFICE.
Abstract
THE PROJECT, FOR THE MOST PART, MET ITS OBJECTIVES AND RESULTED IN SOME GENERAL IMPROVEMENTS IN THE JUVENILE JUSTICE SYSTEM. THE AVERAGE TIME REQUIRED TO PROCESS FELONY REFERRALS IN THE PRE-FILING STAGE WAS REDUCED BY SEVEN DAYS SUBSEQUENT TO THE IMPLEMENTATION OF THE SYSTEM. THE ADDITION OF MORE STAFF ALLOWED THE PROSECUTOR TO ATTEND ALL OF THE DISPOSITION HEARINGS INVOLVING FELONIOUS OFFENSES. THE NUMBER OF COMMITMENTS AND PROBATION ORDERS REQUIRING RESTITUTION INCREASED SIGNIFICANTLY, AT LEAST PARTIALLY AS A RESULT OF ADDITIONAL STAFF. THE EVALUATORS RECOMMENDED THIRD YEAR LEAA FUNDING FOR THE PROJECT, A STRONG PROSECUTORIAL ROLE, AND CURRENT EXPENSE FUNDING WHEN THE LEAA FUNDING EXPIRES IN DEC. 1977....BDS
