Many involved in the fight against gangs report they are overwhelmed by the size and the intractable nature of the problem.
Abstract
City gang problems emerge as a function of larger local difficulties: insufficient numbers of police, judges, and jails to arrest, sentence, and house all offenders who deserve punishment as well as inadequate public schools and a dismal inner-city job market. The experts involved in dealing with gangs have increased considerably in recent years but have begun to fight among themselves. No one knows how to effectively approach the problem. Programs to deal with gangs in Chicago are cited to illustrate the problems and efforts made to intervene.
