This manual is intended to be a guide for law enforcement agencies and police personnel to use in developing their own manual and policies and procedures for handling internal and external complaints alleging misconduct.
Abstract
The following factors must be considered by police departments when using the guide: agency size and organizational configuration, political environment, collective bargaining, Sand local laws and regulations, procedural processes, and administrative case law. The guide lumps administrative investigations into one document and assumes that such investigations will be conducted by police internal affairs units. The guide is oriented primarily to medium-sized and smaller police departments, although investigative procedures and adjudicatory and disciplinary philosophies are the same regardless of police department size. Sections of the guide specifically cover complaints, investigative responsibilities, the conduct of an investigation, interviews, evidence use and control, domestic violence, sexual harassment, critical incidents, emergencies, report format, adjudication, corrective actions, records, quality control, use of force, training, liability, and external review. Report and form samples are included.
