Abstract
THE HISTORICAL BACKGROUND OF LAW ENFORCEMENT IS EXAMINED FROM ANCIENT CIVILIZATIONS THROUGH THE DEVELOPMENT OF CONTEMPORARY AMERICAN POLICY. NEXT, AN OVERVIEW OF FEDERAL, STATE, LOCAL, AND PRIVATE LAW ENFORCEMENT AGENCIES IS PRESENTED, FOLLOWED BY A DISCUSSION OF THE ADMINISTRATION AND MANAGEMENT OF POLICE PROGRAMS, INCLUDING MANAGEMENT TECHNIQUES. SOME OF THE MANAGEMENT TECHNIQUES INCLUDE OPERATIONS RESEARCH DEVELOPED DURING WORLD WAR II AND USED BY POLICE FORCES IN CRIME ANALYSIS TECHNIQUES; PATROL FORCES DISTRIBUTION ON THE BASIS OF MATHEMATICAL ANALYSES OF TRENDS; TEAM POLICING; MANAGEMENT BY OBJECTIVES; VALUE ENGINEERING; POSITIVE ENFORCEMENT; AND PROGRAM EVALUATION AND REVIEW TECHNIQUE. POLICE FUNCTIONS ARE EXAMINED IN RELATION TO PATROL, INVESTIGATIONS, TRAFFIC, RECORDS, RESEARCH, AND JAILS. BETTER UNDERSTANDING OF THE LAW DURING INVESTIGATIONS, SEARCH AND SEIZURE, GRAND JURY, AND TRIAL IS DISCUSSED. OTHER TOPICS EXAMINED IN THIS VOLUME INCLUDE THE SOCIOLOGY OF POLICE, CONTEMPORARY ISSUES IN LAW ENFORCEMENT, CAREER OPPORTUNITIES IN THE LAW ENFORCEMENT FIELD, AND THE FUTURE TRENDS OF LAW ENFORCEMENT.
