Abstract
He notes the difficulties of drug law enforcement, the potential for corruption of public officials, technological problems, and related issues. He likes small, portable systems for drug detection, as well as simple systems that the agents in the front line can use. He emphasizes that reducing the demand for drugs is as important as reducing the supply. He describes several cases illustrating the need for these types of systems and for recognition of the human factors involved. He also emphasizes that drug traffickers will rapidly learn about and counter any technology used; technology must be questioned with respect to whether it will actually stop drug law offenses.
