TESTIMONY ON S. 241, THE LAW ENFORCEMENT ASSISTANCE REFORM ACT, PRESENTED BEFORE THE SENATE COMMITTEE ON THE JUDICIARY OF THE 96TH CONGRESS, IS REPORTED FOR FEBRUARY 9, 15, 28, AND MARCH 7, 13, 1976.
Abstract
THE PROPOSED FEDERAL LAW ENFORCEMENT ASSISTANCE REFORM ACT WOULD REAUTHORIZE, RESTRUCTURE, AND STREAMLINE LEAA. PERSONS SUBMITTING WRITTEN AND ORAL TESTIMONY ON THE PROPOSED BILL INCLUDED REPRESENTATIVES FROM THE JUSTICE DEPARTMENT, CURRENT AND FORMER OFFICIALS WITH LEAA, REPRESENTATIVES FROM THE ACADEMIC COMMUNITY, AND CRIMINAL JUSTICE OFFICIALS FROM STATES AND LOCALITIES. THE WITNESSES GENERALLY AFFIRMED THE VALUES AND SUCCESSES OF LEAA'S OPERATIONS THUS FAR AND SUPPORTED THE INTENT OF THE BILL TO STREAMLINE ADMINISTRATIVE PROCEDURES FOR GRANTS AND TO INVOLVE LOCAL OFFICIALS IN STATE CRIMINAL JUSTICE PLANNING. WITNESSESS FROM THE ACADEMIC COMMUNITY NOTED LEAA'S FAILURE IN THE PAST TO DEVOTE ADEQUATE RESEARCH FUNDS FOR IDENTIFICATION OF THE CAUSES OF CRIME. THE REORGANIZATION PROPOSAL, WHICH GIVES HIGH PRIORITY TO RESEARCH, IS APPLAUDED. STATE AND LOCAL CRIMINAL JUSTICE OFFICIALS WHO TESTIFIED CITED EXAMPLES OF THE EFFECTIVENESS OF LEAA'S HELP IN IMPROVING STATE AND LOCAL CRIMINAL JUSTICE ACTIVITIES. THE PROPOSED ELIMINATION OF UNNECESSARY PAPERWORK IN CONNECTION WITH GRANT APPLICATIONS IS WELCOMED.
