Because drug courts and law enforcement are governed in part by State statutes and judicial decisions, this report focuses on drug court/law enforcement partnerships in a single State: California.
Abstract
Although California is not the only State to have such partnerships, strong partnerships have developed in differing parts of the State. The researcher obtained information for this report through site visits to the Butte County Drug Court program in Northern California; the San Leandro-Hayward Drug Treatment Court in Alameda County on the eastern side of the San Francisco Bay; the Orange County Drug Court program south and southeast of Los Angeles; and the Redlands Drug Court in San Bernardino, inland and south of Los Angeles. The site visits involved interviews with both law enforcement and non-law enforcement members of the drug court teams; observation of drug court proceedings; observation of drug court staffing meetings and treatment sessions; and observation of law enforcement home visits to program participants at every site except San Leandro-Hayward. This report is organized by sites, moving geographically and chronologically from north to south. Information on each site includes the following sections: county demographics, county drug enforcement, the drug court program in brief, drug court/law enforcement partnerships, and discussion (including lessons from that county). Conclusions and recommendations are presented at the end of the report. Tabular data on each program and 12 references
