Abstract
UNDER AUTHORIZATION AND PURPOSE COMMENTS ARE MADE ON THE ACT, TYPES OF PROGRAM ASSISTANCE, AND ADMINISTRATION OF THE PROGRAM. IN DISCUSSING INSTITUTIONAL ELIGIBILITY AND RESPONSIBILITY TOPICS COVERED INCLUDE ACCREDITATION REQUIREMENT, LEEP TERMS OF AGREEMENT, INSTITUTIONAL REPRESENTATIVE AND DISCRIMINATION PROHIBITED. A DESCRIPTION IS GIVEN OF THE ACADEMIC AND TRAINING PROGRAMS ELIGIBLE UNDER THE LEEP PROGRAM. CONDITION OF STUDENT ELIGIBILITY, SUCH AS CITIZENSHIP OR NATIONALITY STATUS, IN-SERVICE ELIGIBILITY, AND PRE-SERVICE ELIGIBILITY ARE DISCUSSED. COMMENTS ARE THEN MADE ON THE DETERMINATION OF AWARDS AND GRANTS. OTHER TOPICS DISCUSSED INCLUDE GRANT OBLIGATIONS AND REPAYMENT, LOAN CANCELLATION AND REPAYMENT, GENERAL ADMINISTRATION OF APPROPRIATIONS, AND INSTITUTIONAL RECORDS AND ACCOUNTING.
