A SERIES OF RECOMMENDATIONS FOR THE IMPROVEMENT OF LAW ENFORCEMENT IN VIRGINIA, INCLUDING SECTIONS ON THE REDUCTION OF MANPOWER PROBLEMS, THE IMPROVEMENT OF OPERATIONS, AND NEEDED LEGISLATION.
Abstract
THIS STUDY DETAILS CURRENT CONDITIONS AND PROBLEMS AND PROVIDES RECOMMENDATIONS TO DEAL WITH THESE CONDITIONS. IT IS RECOMMENDED THAT ALL LAW ENFORCEMENT AGENCIES MAINTAIN SELECTION STANDARDS TO INSURE CERTAIN MINIMAL MENTAL, EMOTIONAL, AND BACKGROUND CHARACTERISTICS OF ITS PERSONNEL. RECOMMENDATIONS ON THE INSTITUTION OF A SOUND RETIREMENT PROGRAM, ON HEALTH INSURANCE PROGRAMS FOR LAW ENFORCEMENT, LIFE INSURANCE, AND FALSE ARREST INSURANCE ARE ALSO INCLUDED. SUGGESTIONS FOR IMPROVING OPERATIONS, INCLUDING A POSITION CLASSIFICATION PLAN, A BASIC RECORDS SYSTEM, A FORMAL WRITTEN DIRECTIVES SYSTEM TO GOVERN INTERNAL OPERATIONS, AND A RESIDENT TROOPER SYSTEM TO FURNISH BASIC LAW ENFORCEMENT TO SMALLER TOWNS ARE OUTLINED AS WELL. FINALLY, NINE LEGISLATIVE PROPOSALS DEALING WITH EACH OF THE ABOVE RECOMMENDATIONS ARE PROVIDED.
