COLLECTION OF MATERIALS DESIGNED FOR TEACHER TRAINING WHICH CONSIDERS THE NATURE AND SCOPE OF PARTICIPATION IN A DEMOCRACY.
Abstract
IT MIGHT SEEM THAT THE IMPORTANCE OF PARTICIPATION, FULL PARTICIPATION, IS A GIVEN IN OUR SOCIETY. IN SECTION I, HOWEVER, SOME ARGUMENTS ARE OFFERED THAT ADVOCATE, CHALLENGE, OR QUALIFY THAT IMPORTANCE. SECTION II ASKS THE READER TO COMPARE THE IDEAL WITH THE REAL: WHO DOES PARTICIPATE AND WHAT ARE SOME WAYS OF PARTICIPATING? SECTION III OFFERS SOME SUGGESTIONS AND CONJECTURES ABOUT CONDITIONS AND ATTITUDES THAT FOSTER OR HINDER THE CITIZEN'S DESIRE TO PARTICIPATE AND FACTORS WHICH AFFECT THE EFFICACY OF VARIOUS KINDS OF PARTICIPATION. FINALLY, IN SECTIONS IV AND V, THE READER IS ASKED TO EXAMINE SOME COSTS AND BENEFITS AND TO SPECULATE ABOUT WHO SHOULD PARTICIPATE AND BY WHAT MEANS.
