Abstract
THE STATEMENTS AND RULES REPRESENT THAT WHICH THE U.S. CONSTITUTION PERMITS, REQUIRES, OR FORBIDS. THEY DO NOT NECESSARILY REPRESENT THE ONLY COURSE OF ACTION PERMISSIBLE AND THEREFORE MAY DIFFER IN DETAIL FROM PRACTICES INSTITUTED BY LOCAL ENFORCEMENT OFFICIALS. THE MANUAL FOLLOWS A SITUATIONAL FORMAT. AREAS COVERED INCLUDE CONFRONTATION OF SUSPECT, STOP AND FRISK, IN-FIELD OR ON-THE-SCENE IDENTIFICATIONS, ARREST, SEARCH INCIDENT TO ARREST, INTERROGATION, SEARCH AND SEIZURE, POLICE SURVEILLANCE, AND ENTRAPMENT.
