TRAINING PROGRAMS FOR MANAGERIAL AND OTHER PERSONNEL IMPLEMENTED BY THE LAWRENCE, KANS., POLICE DEPARTMENT AS PART OF AN EFFORT TO IMPROVE THE EFFECTIVENESS AND EFFICIENCY OF POLICE SERVICES ARE EVALUATED.
Abstract
THE MANAGEMENT TRAINING PROGRAM INCLUDED 4-HOUR SESSIONS ON PROBLEMSOLVING, POLICE RESEARCH, COMMUNICATIONS, LEADERSHIP, PERFORMANCE APPRAISAL, GOALS AND OBJECTIVES, DECISIONMAKING, PROGRAM EVALUATION, AND CRIME PREVENTION. THE EVALUATION REPORT CONSISTS OF DESCRIPTIONS OF EACH SESSION, COPIES OF TRAINING MATERIALS, AND ASSESSMENTS BASED ON THE OPINIONS OF TRAINING PARTICIPANTS AND ON OBSERVATIONS OF THE SESSIONS. OVERALL, THE PARTICIPANTS FELT THAT THE TRAINING PROGRAM HAD CONTRIBUTED SIGNIFICANTLY TO THEIR ABILITY TO PERFORM THEIR JOBS. THE OFFICERS RESPONDED BEST TO TRAINING SESSIONS THAT WERE HIGHLY STRUCTURED, INSISTED ON KNOWING THE PURPOSE OF EACH SESSION, BUT APPEARED TO HAVE LITTLE CONCERN WITH THE OVERALL OBJECTIVE OF THE TRAINING PROGRAM. ONE PROBLEM WAS THAT INSTRUCTORS, WHO WERE FROM OUTSIDE THE DEPARTMENT, TENDED TO BE INTIMIDATED BY THEIR STUDENTS AND HAD LITTLE KNOWLEDGE OF THE OPERATIONS AND CONCERNS OF THE LAWRENCE DEPARTMENT. THE QUALITY OF THE TRAINING ALSO WAS ADVERSELY AFFECTED BY THE FACT THAT NO PRECLASS PREPARATION WAS REQUIRED OF PARTICIPANTS AND BY THE FAILURE OF INSTRUCTORS TO RELATE THE THEORIES THEY WERE EXPLAINING TO THE CONCERNS OF THE TRAINEES. RECOMMENDATIONS FOR ELIMINATING THESE AND OTHER PROBLEMS IN FUTURE TRAINING SESSIONS INCLUDE THE DEVELOPMENT OF A TRAINING SYLLABUS AND ADDITIONAL READING MATERIALS FOR PARTICIPANTS. THE DEPARTMENT ALSO IMPLEMENTED 11 TRAINING SESSIONS FOR NONSUPERVISORY PERSONNEL IN CONNECTION WITH NEW PROGRAMS AND PROCEDURES THAT RESULTED FROM THE EFFORTS OF THE PARTICIPATORY MANAGEMENT COMPONENT OF THE ICAP. THE EVALUATION OF THESE SESSIONS, BASED ON PARTICIPANTS' ASSESSMENTS, CONCLUDES THAT THE SESSIONS WERE SUCCESSFUL, PARTICULARLY IN INTEGRATING THE ICAP INTO THE DEPARTMENT'S REGULAR INSERVICE INSTRUCTIONAL PROGRAM.
