DISCUSSES 2 OCTOBER, 1976, CIVIL RIGHTS ENFORCEMENT PROVISIONS THAT WERE ENACTED BY THE 94TH CONGRESS AND THEIR APPLICABILITY TO LEAA AND THE OFFICE OF REVENUE SHARING (ORS).
Abstract
THE REASONS FOR IMPLEMENTING THE CRIME CONTROL ACT OF 1976 AND THE STATE AND LOCAL FISCAL ASSISTANCE AMENDMENTS OF 1976 ARE IDENTIFIED. ALSO NOTED ARE SOME OF THE SIMILARITIES AND DIFFERENCES AS THE PROVISIONS APPLY TO LEAA AND ORS. HIGHLIGHTED IS THE FACT THAT THESE ACTS OF LEGISLATIVE REFORM RESTRICT THE AGENCIES' DISCRETION BY REQUIRING THE INITIATION OF THE ADMINISTRATIVE CUT-OFF PROCEDURES UPON RECEIPT OF A FINDING OR HOLDING OF DISCRIMINATION AGAINST A RECIPIENT BY A FEDERAL OR STATE COURT OR BY A FEDERAL AGENCY.
